first, sorry for my bad english.

Ive got the Quest reward for the part where you need to get your Barrack up to lvl 3(also Headquarters to lvl 3), ive already got my reward with my Barrack at lvl 2. Please fix.

Expand your Headquarters to level 3 to meet the requirements to construct a Barracks.

Construct a Barracks
Construct a Barracks so that we can recruit troops. Your Headquarters will first need to be level 3.
