Setting the ticks at the map popup-settings don't work correctly.
- Overview of the bug (description):
When you set a tick at the popup option "Show troops" for the first time the option "Show local troops" ist ticked automatically.
If you reload the map now, "Show local troops" isn't ticked any longer and you have to set this again. You also can't remove the tick at this option without reloading the map before.
- Steps to reproduce:
map -> Show popup -> Show troops

everytime
