Not a bug: Shortkeys - esc - does not work for all pop-ups

   Shortkeys - esc - does not work for all pop-ups
   
   
2. Overview of the bug (description):
   
   The shortkey esc does not work for all popups. Couldn't figure out all probably but it does not work for any unit info pop-up, not for the quest pop-up (this page does not have an x for close), not for the village notebook pop-up and not for the select flag (create a trade offer) pop-up. And not for the "are u sure" pop-ups, but they do not have any x for cancel as well.

   Open one of the pop-ups named above and click esc

And it does not work for the popups in the rally point.

Currently only implemented for the shortcut help and sending resourced/commands from the map dialogs.
