1. Summary of the issue (title of the post)
   
   research manager remplates can not be placed
   
   
2. Overview of the bug (description):
   
   I set some research manager for Off, Farm and Deff.
   Then I tried so activate them in the villages. (Smithy, change template, select, change). It didn't work.
   The pulldown menue swichted to 'none' again. In All villages
   
   I tried it in the acountmanager overwiew: Same problem
   
   
3. Steps to reproduce:
   
   steps explained above
   
   An hour later: in one village (minas tirith) the deff- template was accepted.
   I just tested again. All the templates seem to be accepted, but the "Off"-template
   
4. Reproduction rate (Every time? Sometimes?):
   
   seems to change

All the templates seem to be accepted, but the "Off"-template

Your off template doesn't contain any researches so it's not accepted as nothing would be researched with it.
