Fixed: Recruit Speed benefit name

1. Summary of the issue (title of the post)
   
   Name of the Flag benefit, for Recruitment Speed, is not capitalized like the other bonus names are
   
   
2. Overview of the bug (description):
   
   When looking at the benefits assigned to each village in the Research Overview screen, most (not everything tested as not every flag assigned) appear with capitalized names, such as "x% Resources" or "x% Attack"
   
   The Recruitment Speed benefit is listed as "x% recruit speed"
   
   
   It's not a problem affecting anything, everything works ok. I'm just mentioning it so you're aware

I would like to add, that the same issue can be found with the population flag.
