right now when you go to your rally point to send an atack you can put in a number, or you can click the 'all troops' button. i think you should be able to have a button for 1/2 troops and 1/4 troops. so if you go to noble- open in your rally point and click '1/4 troops'

Honestly, I don't care to see more buttons for inputing troops into the rally point, but selfish thoughts aside.

I think this is an option that's filling a niche, not something that's going to be useful to the masses. There are very few cases when a player would actually split their nukes into 1/4's, 1/2's & 3/4's, generally you toss out full nukes, to minimize your losses, in case a player get's support, while you'll get a pile of people who would rather see things like 1/15th for farming, than any of those.

i think it should be easy to make a script like this for the task bar? but i´m a noob in scripting

A script already exists on .DE. Will try to find it, but it must be allowed on .NET etc. as far as i know. ;)
