I see mentions of a chat in the daily improvements log, as well as mentions of chats in the questions. But I don't see where/how to initiate a chat. Is there an explanation of the functionality posted somewhere?

Perhaps you're using an older version of your current browser. Try the latest version and you'll see the chat in the bottom right corner:
