Thursday has come and gone. When will worlds be available?

Before I get bombarded with replies like "w2 is for testing, go play w1 if you want to actually play and attack"....I'm just trying to get an official clarification on attacks on W2. If a person does not have "test" somewhere in his village name, then he is fair game right?
