Means:

Level 3: All players start with increased building levels ( village HG=15, barracks=15, stable=10, workshop=2, smithy=15, rally point=1, market=5, mines (remark by chisum: timber camp, clay pit and iron mine)=23, farm=22, warehouse=15, hiding place=1, wall=15).

Would not like that. Especially the high wall.... With some activity these levels can be reached easily and I'm afraid that many players will register many times to 'create' high leveled barbs.

We'd like to test some things from the lowest start so you're going to have to start with a 36 point village, sorry. ;)
