Duplicate: time delay on war/peace offering

It is becoming an annoyance when player set up a single member tribe just to spam other tribes overviews.
My tribe on one world has pages upon pages of this.This is also the third person to do this

I suggest that there be at least an 8 hours delay on these repeat actions

Either that or just report them. Surely that should be worth some sort of punishment since they are obviously just doing it to be a nuisance.
