Cannot reproduce: Smithy level

I tried to build my smithy up to a higher level.

The smithy is build up to level 3 but when i try to build it up to level 4 it says that i only can build it up to level 3.
But it is allready level 3.

Please use the bug template and explain exactly what happened. A screenshot of the error message would also be welcome as I currently see no issues in your account in upgrading the smithy to level 4 in the Headquarter.
