I think that you should be able to change someone's privileges to allow them to change the noble planner settings and delete claims from the planner, and add and delete tribes sharing the planner

Maybe I'm wrong, but I think that all dukes can do that? If so, it should be quite sufficient.

yes but i am suggesting that other people have this power other than dukes and barons, like diplomacy and circular mail

Having been the leader of tribes before, I have had specialised members who deal only with monitoring noble claims. I would like to see this as a granted ability to members by dukes or barons.
