New Account got a Beast quest even though the event is over

Reproducibility: 5/5 (1/5 = happened once; 2/5 = happens randomly; 3/5 = happens sometimes; 4/5 = happens often, but not always; 5/5 = happens always)

Current situation:
When a new account is opened after an event has finished but before the shop has shut, new accounts get the quest to complete it.

Expected situation:
If the event is effectively over, new quests should not be created for the event

Reproduction Steps:
1. After an event has finished, but before the shop has shut
2. Open a new account
3. look at the quests offered
