Implemented: Map marking - Tribal

It would be useful if tribes could mark other tribes on the map with colours, besides setting them as Allies, NAP or Enemy. Basically the same way an individual with premium can set up map markings.

If this were to go into effect, it would be necessary to have a different range of colours than the ones used for personal marking.

this i think would need to be a premium feature or we would see some one man tribes
