Improvements:
11552: Commands: load troops when mousing over own command icons

• update actively displayed contents as needed
• still explain icon meaning in tooltips
• show loading icon in tooltips that don't have details loaded yet
• explain attack and support icons for incomings (tooltips were previously only shown for outgoing commands)
• do it on the commands overview too (so players can see catapult targets/loot)
