Implemented: Hide 'Downgrade one level' in village HQ

The link in the village HQ should be hidden if the demolishing queue already contains 5 orders or if loyalty is under 100% for the village.

maybe they implemented it like that: if the loyality is under 100, then the link "demolish" next to "construct" is hidden
would be a reason why now always there is the "construct" link even if youre hq is lower than 15^^
but not sure, i havent been nobled yet this round

yeah..the link should be hidden (useful for those who use the gm-script to demolish in the construct-tab) and the whole demolish thing should be hidden for all the rest^^
