Current situation:
- What is happening? describe it. Cannot establish militia for quest due to 3 village start so therefore cannot finish quests ever on this server

Expected situation:
- What should be happening? Should not be this quest on a 3 village start world

Reproduction Steps:
1. click farm ..click to establish militia ... cannot due to 3 village start

Hi

This is not a bug as it should've been disabled in the world settings. Since it now has an active quest however, I'll raise the max villages requirement to 5 so you can enable it, still.
