Not in code / server issue: Building queue does not finish

Current situation:
- What is happening? describe it.
When building queue should end it does not it just says almost done and hangs unless deleted

Expected situation:
- What should be happening?
Queue should end and move to next item

Reproduction Steps:
1. got to HQ LOOK AT BUILDING QUEUE (PREM)

5.

Add more steps if needed. Include only ONE action for each step!

This was a server hiccup most likely and should already have been resolved.
